The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. The Department of State announces an open competition for organizations to submit applications to carry out a project to study and make recommendations for improvements to El Salvador’s juvenile justice system. El Salvador has a long history of less than adequate capabilities and low public investment in justice institutions and a lack of social services to provide support for at-risk youth and communities. Juvenile offenders have limited access to alternative options and are subjected to unstandardized and unreliable judicial processes that often do not serve the best interests of the juvenile offenders, the communities where the juveniles live, and the overall interests of the state.
