This notice announces the opportunity to apply for funding under the National Organizations of State and Local Officials (NOSLO) Program. The purpose of this program is to assist states and local authorities in a) improving public health, health care, and health care delivery, b) building capacity to address public health issues and support and enforce regulations intended to improve the public’s health, and c) promoting health equity to improve public health. To fulfill the program’s purpose, NOSLO has the following objectives: 1) facilitate communication and information sharing between HRSA and state and/or local officials, 2) strengthen HRSA-funded programs by better understanding state, territorial and local stakeholder needs, priorities, and perspectives, and 3) support capacity-building activities at the state, territorial and local levels that strengthen the health care safety net and advance public health. The term “capacity-building” includes actions that build, strengthen, and maintain the necessary competencies and resources needed to sustain or improve health services delivery to people who are geographically isolated and/or economically or medically vulnerable. Through NOSLO: Health Care Payment and Financing, HRSA will provide support to a national level organization with an in-depth understanding of health care-related payment and financing policies at the national, state, territorial, and local levels that impact services delivered to people who are geographically isolated and/or economically or medically vulnerable. These organizations have experience developing high-quality, non-partisan, policy analysis and policy-related research on care coordination, health care financing, health care quality initiatives, innovative care/payment models, and payment reform, to provide technical assistance and support to officials and entities overseeing health care-related payment and related finance mechanisms at the national, state, territorial, and local level. These officials and entities include: Medicaid directors, insurance commissioners, state/territorial legislators, state/territorial/local public health departments, behavioral health officials, and health policy advisors.
