This notice announces the opportunity to apply for funding under the National Organizations of State and Local Officials (NOSLO) Program. The purpose of this program is to assist states and local authorities in a) improving public health, health care, and health care delivery, b) building capacity to address public health issues and support and enforce regulations intended to improve the public’s health, and c) promoting health equity to improve public health. To fulfill the program’s purpose, NOSLO has the following objectives: 1) facilitate communication and information sharing between HRSA and state and/or local officials, 2) strengthen HRSA-funded programs by better understanding state, territorial and local stakeholder needs, priorities, and perspectives, and 3) support capacity-building activities at the state, territorial and local levels that strengthen the health care safety net and advance public health. The term “capacity-building” includes actions that build, strengthen, and maintain the necessary competencies and resources needed to sustain or improve health services delivery to people who are geographically isolated and/or economically or medically vulnerable.Through NOSLO: Governance, HRSA will provide support to a national level organization representing state/territorial governors and their policy advisors to consider issues relating to healthcare delivery systems and public health matters of importance to state and territorial governments. National organizations of state/territorial governors and their policy advisors can provide their constituents with thorough, comprehensive, and nonpartisan information on complex health policy issues. These organizations serve as established and trusted sources of research, legislative tracking, promising practices, and connections to officials from other states, and territories, and jurisdictions that are addressing similar issues. NOSLO: Governance will build the capacity of the nation’s state and territorial governors, and their policy advisors, to learn from one another about public health and health care safety net-related promising practices and equip state/territorial officials to respond to public health emergencies efficiently and effectively as they arise.
