The U.S. Mission in India’s Public Diplomacy (PD) Section, within the U.S. Department of State, is pleased to announce this NOFO for a cooperative agreement to administer FY2024 -2026 EducationUSA advising services throughout India. With approximately 200,000 Indian students pursuing higher education in the United States contributing close to $6 billion annually to the U.S. economy, India is the second-largest sender of students, after China. The number of U.S. students studying in India over the past ten years has fluctuated roughly between 3,000 and 5,000 students. The goal of this cooperative agreement is to measurably increase student mobility between the United States and India, provide advice and information to U.S. and Indian universities seeking to establish relationships or partnerships, and assist the U.S. embassy in providing information about the U.S. higher-education system to the Indian government. The awardee would be the primary point of information for students, parents, and higher education institutions (HEIs) to learn about U.S. higher education opportunities. They would host India’s EducationUSA network, conduct outreach, and offer virtual seminars for U.S. representatives. EducationUSA is the U.S. Department of State’s global network of educational advising centers that work with prospective international students in more than 175 countries to promote U.S. higher education abroad. Advisers at more than 430 EducationUSA centers worldwide provide accurate, comprehensive, and current information about the diversity of U.S. higher-education opportunities, guiding prospective students to find the institution that best fits their needs. In addition, the EducationUSA network assists accredited U.S. HEI institutional leaders to meet their campus internationalization goals, including strategic guidance to U.S. institutions regarding relevant international higher education systems and partners to enhance their international networks and potential partnerships. The awardee is expected as part of the proposal to consider how it would integrate existing EducationUSA operations and explain changes in the center distribution. The EducationUSA network, in collaboration with the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA), also provides information on the U.S. higher education system to foreign governments and institutions.
