The Case Management Pilot Program (CMPP) makes funds available to local governments and/or nonprofits to provide voluntary case management and other services to eligible noncitizens. CMPP funds will be awarded to eligible subrecipients through the CMPP National Board, chaired by the Officer for Civil Rights and Civil Liberties. The CMPP National Board is charged with awarding funds to local governments and nonprofit organizations and managing the pilot program. CMPP services are to be made available to non-detained noncitizens enrolled in U.S. Immigration and Customs Enforcement (ICE) Alternatives to Detention (ATD) programs, in geographic locations served by the CMPP. CMPP funds may be used flexibly to provide case management services and other services CMPP participants identify as a priority, including but not limited to: mental health services; human trafficking screening; legal orientation programs; cultural orientation programs; connections to social services; and for individuals who will be removed, reintegration services. CMPP makes funds available to local governments and\\\/or nonprofits to provide case management and culturally, trauma-informed, and linguistically responsive services to eligible noncitizens who affirmatively volunteer to participate in the program. CMPP funds will be awarded to eligible sub-recipients through the Board. The Board is charged with awarding funds to eligible local governments and nonprofit organizations and managing the pilot program. The CMPP aligns with the DHS Strategic Plan for Fiscal Years 2020-2024 through pursuing Goal 2.3, Enforce U.S. Immigration Laws. Specifically, the CMPP will help the Department achieve the associated desired outcome: "Enforce immigration laws throughout the United States in a manner that upholds the rule of law, American values, and national security."
