This notice announces the opportunity to apply for funding under the Status Neutral Approach to Improve HIV Prevention and Health Outcomes for Racial and Ethnic Minorities – Evaluation and Technical Assistance Provider (ETAP). Funding will be provided to support a single organization to lead a multi-site evaluation and provide technical assistance (TA), including planning, coordination, mapping services, and infrastructure development/enhancement to a cohort of up to four implementation sites on the development of a status neutral framework, funded under a separate announcement number, HRSA-23-126: A Status Neutral Approach to Improve HIV Prevention and Health Outcomes for Racial and Ethnic Minorities – Implementation Sites. The ETAP will design an evaluation plan that will monitor the development, implementation, and outcomes of the four implementation sites’ status neutral activities to assess effectiveness and disseminate best practices and lessons learned for replication and expansion in other Ryan White HIV/AIDS Program (RWHAP) Part A programs, Center for Disease Control (CDC) directly-funded health departments and community-based organizations, as well as in the Bureau of Primary Health Care’s Primary Care HIV Prevention Program (PCHP). The CDC offers a self-paced, eLearning course on Status Neutral hosted on CDC TRAIN (https://www.train.org/cdctrain/welcome), which may be useful to the funding recipient.
