The United States Department of Energy (DOE) National Energy Technology Laboratory (NETL) intends to issue a Funding Opportunity Announcement (FOA) for CIFIA Future Growth Grants on behalf of the Office of Fossil Energy and Carbon Management’s (FECM) Carbon Transport and Storage Program. This FOA is anticipated to be issued in the first quarter of Fiscal year 2024 and it will be funded by the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL). The anticipated FOA will support BIL Section 40304, which authorizes funding for carbon dioxide transportation infrastructure finance and innovation (CIFIA) program. CIFIA will support common carrier Carbon Dioxide (CO2) transportation infrastructure projects, including pipelines, rail, ships and barges, and ground shipping, that connect anthropogenic point sources of CO2 with endpoints for storage and utilization. Carbon management technologies such as carbon capture from industry and power generation, direct air capture, carbon conversion, and CO2 transportation and storage technologies must be deployed at a large scale in the coming decades to meet the United States’ net-zero greenhouse gas goals by 2050. This Notice of Intent is issued so that interested parties are aware of the FECM's intention to issue this FOA in the near term. All the information contained in this Notice of Intent is subject to change. FECM will not respond to questions concerning this Notice of Intent. Once the FOA has been released, FECM will provide an avenue for potential applicants to submit questions.
