This notice announces the opportunity to apply for funding under the National Organizations of State and Local Officials (NOSLO) Program. The purpose of this program is to assist states and local authorities in a) improving public health, health care, and health care delivery, b) building capacity to address public health issues and support and enforce regulations intended to improve the public’s health, and c) promoting health equity to improve public health. To fulfill the program’s purpose, NOSLO has the following objectives: 1) facilitate communication and information sharing between HRSA and state and/or local officials, 2) strengthen HRSA-funded programs by better understanding state, territorial and local stakeholder needs, priorities, and perspectives, and 3) support capacity-building activities at the state, territorial and local levels that strengthen the health care safety net and advance public health. The term “capacity-building” includes actions that build, strengthen, and maintain the necessary competencies and resources needed to sustain or improve health services delivery to people who are geographically isolated and/or economically or medically vulnerable.Through NOSLO: Health Legislation, HRSA will provide support to a non-partisan national level organization that represents the nation’s state and territorial legislators. This support will provide opportunities for state and territorial legislators and legislative officials to learn from one another about public health and health care safety net-related promising practices and will equip them to respond to public health emergencies efficiently and effectively as they arise by providing them with technical assistance and educational resources.National organizations of state and territorial legislators are able to provide their constituents thorough, comprehensive, and nonpartisan information on complex health policy issues. These organizations serve as established sources of research, legislative tracking, promising practices, and connections to officials from other states, territories, and jurisdictions that are addressing similar issues. State and territorial legislators and legislative officials shape the health care landscape and identify and address emerging public health concerns for their constituents. In addition, they can generate creative solutions for overcoming obstacles to the effective implementation of public health programs and initiatives.
