USAID is publishing this Request for Information (RFI) pursuant to FAR 52.215-3 to conduct market research, and gauge interest from qualified organizations for the draft Activity Description. This announcement is an RFI, issued solely for information and planning purposes and does not constitute a request for application. Responses to this request for information are not binding on the U.S. Government and do not obligate USAID to issue a solicitation, nor do they commit USAID to pay any cost incurred in the preparation and submission of comments and responses. Brief Activity Description: USAID is committed to shifting more leadership, ownership, decision making, and implementation to the local people and institutions who possess the capability, connectedness, and credibility to drive change in their own countries and communities. This enhanced localization approach will require a different way of doing business internally to USAID and for our partners including Indonesian organizations and government institutions. If USAID/Indonesia decides to proceed with a funding opportunity, then up to five (5) awards to local partners to implement activities in Health and Global Health Security program areas with an overall estimated up to $25 million (i.e., each award valued at approximately $5 million), over 5 years are anticipated, subject to the availability of funds. The funding opportunity for the anticipated Activities will be utilizing modality one of the NPI APS. i.e., Direct awards to new and underutilized organizations that are local entities in the host country in which an applicant is applying. It will involve a brief concept submission, followed by co-creation, before soliciting full applications from the finalists. While the Activities design is still in progress, USAID envisions that local organizations might propose partnering with other local organizations or even with international partners as part of a consortium. There is no prohibition against a local partner's (LP) ability to contract out support functions. Potential prime local partners can make a business decision to have organizations which specialize in certain functions assist them with their financial, administrative, and management functions if they lack the expertise needed to perform these functions themselves. It’s important to note that if a local prime partner outsources any functions, they would still be responsible for the final decisions, outcomes, and accuracy of such services. For example, if there is an error in any of the financial management services that negatively impacts the award or results in disallowed costs, that would be the responsibility of the prime local partner. To complement the key objectives of Activities being designed, USAID/Indonesia is especially interested in the following being addressed in the concept paper, if funding opportunity is issued: The organization’s approaches to addressing diversity, needs of marginalized groups, and identifying potential for addressing GBV; The organization’s approach to holistic organization-wide capacity strengthening, as opposed to a narrow focus on managing the USAID project, including cost sharing for organization-wide capacity development needs. The response must be written in English, submitted in Microsoft Word compatible formats and use 12pt font. Please number each page consecutively and please include the title “RFI No. 72049723RFI00002” in the subject line of your email. Respondents will only receive an acknowledgment of receipt of their response but will not receive individualized feedback on any suggestions given. Please note that there will not be a Q&A opportunity during this RFI. Respondents that provide submissions in response to this RFI will not be notified of the results of the review. Sources Sought Information: USAID/Indonesia further seeks to determine the capabilities and interest of qualified organizations. Interested parties who consider themselves eligible and qualified to implement the activity are invited to submit information supporting their experience, expertise, and capabilities in undertaking similar work as follows: 1. One-page Organization Information: Name of Organization, Point of Contact name and email address, address, registration status in Indonesia, UEI Number (optional, when available). 2. One-page capability statement describing your organization’s ability to fully execute all proposed activities of at least one objective in the draft Activity Description attached and identified capacity gaps that need to be addressed in order to do so. Note that if the organization lacks the capability to implement a few of the proposed activities in the objective of interest, please indicate which activities these are. 3. One-page that contains a list of up to five past or current projects/activities that details your organization’s experience of performing efforts of similar size, scope, and complexity to the IR(s) you propose to execute (see sample format in the attached RFI document). 4. One page of feedback about the proposed activities and the application instruction if USAID decides to issue notice of funding in the future. Responses to this RFI are strictly voluntary and will not be returned. If a solicitation is issued, it will be announced on www.grants.gov at a later date.
